PM “set to approve Heathrow runway” and “New runways ‘vital for jobs’ “

 11th January 2009           Articles from Sunday Express and Sunday Mirror. The airlines say thousands of
jobs will be lost unless developments at several other UK airports – including
a new runway at Stansted – go ahead. They claim proposed runways at Heathrow and
Stansted will pump an extra £13billion a year into the economy by 2030. An aviation
lobby group which says the number of international visitors to the UK is expected

Heathrow Airport rail bid to raise £10m

11th January 2009                 Arup sets up Heathrow Hub project as politicians unite over radical transport
scheme. Plans for a high-speed rail link from London to the north via Heathrow
have taken a step forward with the formation of a development company to start
work on the project. Heathrow Hub has been set up by Arup. The plan would see
a TGV-style rail line running west of London via Heathrow and then turning north
-and has gained impetus due to the public backing of senior politicians. (Times)

Real battle begins over 3rd runway at Heathrow

 11th January 2009       The expected announcement from Brown that the runway is to go ahead will lead
to fierce fighting between politicians, businessmen, environmentalists and residents
near the airport. Labour MPs will turn against each other and Conservative MPs
will squabble over how best to make political capital out of the dispute – and
what is the best alternative to Heathrow expansion. Environmentalists concerned
by the damage airport expansion causes are expected to step up their demonstrations,

‘Bullying’ BAA tries to scare off protesters

 11th January 2009           Politicians are accusing BAA of “bullying” after it sent a warning letter to
those due to take part in a mass protest at Heathrow tomorrow. John McDonnell
MP and Caroline Lucas MEP say they were outraged to be sent such a thinly disguised
threat. The letter said: “While we respect people’s right to protest, we also
have a duty to ensure that thousands of passengers can go about their lawful business

Heathrow’s third runway to fall foul of EU rules

11th January 2009       Heathrow’s controversial third runway (probably) due to be given the green light
by ministers this week (Thursday?) is unlikely ever to be built because it will
fall foul of new European pollution laws. Neither anti-runway campaigners nor
the Environment Agency see how EU air quality standards can possibly be met if
the number of flights rises by 50% as planned. Plans for the 3rd runway will be

More people used London’s airports in 2000 than used all the Paris airports in
2007

11th January 2009       So Where’s the Competition? New research challenges the view that, unless Heathrow
expands, business will go elsewhere in Europe. In 2007 a combined total of 139
million passengers used Heathrow, Gatwick, Stansted, Luton and City airports –
compared with 88 million using all the Paris airports, London’s closest rival.
More passengers fly in and out of London than any other city on earth, giving

Heathrow runway ‘white elephant’

 11th January 2009         A third runway at Heathrow will be a “white elephant” unless aviation is made
greener, a think tank has said. The Institute of Public Policy Research said if
the runway is approved, conditions for meeting noise and emissions targets must
be attached. It is understood that Boris Johnson will lead a legal challenge if
the scheme is agreed, as the proposed runway would put the health of Londoners

Heathrow expansion will undermine climate targets

 10th January 2009       Friends of the Earth is deeply concerned that the expansion of Heathrow and other
British airports will make it extremely difficult for the UK to meet its legal
requirement to cut greenhouse gas emissions by 80 per cent by 2050. The environmental
campaign group is calling on the Government to scrap all of its airport expansion
plans and urgently bring aviation policy in line with the latest climate science

Brown poised to face down Heathrow opposition

 10th January 2009       Gordon Brown is poised to face down Cabinet opposition and back the building
of a third runway at Heathrow. On Monday, a powerful coalition of business groups
and unions will urge Brown to publicly announce the go-ahead for the airport’s
expansion. More than 50 Labour MPs and several Cabinet ministers oppose the new
runway. Mr Brown believes that large infrastructure projects are crucial to boosting

Heathrow terminal faces blockade by activists posing as passengers

10th January 2009           A mass protest against a third runway at Heathrow could cause hundreds of flights
to be cancelled next week as demonstrators attempt to blockade Terminal 1. Geoff
Hoon, the Transport Secretary, is likely to approve the £13 billion third runway
next week, which would allow BAA to submit a planning application next year. Climate
Rush plans to block the departure gate at T1 on Monday evening, and expects at

7th January 2009         Airplanes could be droning overhead every 5 minutes if a major flightpath alteration
goes ahead, an expert has warned. Weeks before the government decides on a 3rd
runway at Heathrow, campaigners claimed they discovered ‘hidden’ evidence that
the number of flights going over areas including Beckenham, Dartford and Croydon
could be a third higher than expected. Planes could be flying over Beckenham every

Heathrow rail hub, HS2 and third runway all being planned?

7th January 2009         The government appears to be paving the way for a possible ‘triple whammy’ announcement
of plans for a new rail hub serving Heathrow, plus a new high-speed rail line
between London and the North — as well as a 3rd runway at Heathrow. The government
is keen to go ahead with Heathrow’s 3rd runway despite strong opposition. Minister

Bristol-Heathrow rail link considered

6th January 2009         Bristol is a step closer to getting a high-speed link up to London and Europe
after Government confirmed it is considering creating a £4.5-billion international
rail interchange at Heathrow. Detailed plans that divert the Great Western main
line through to Heathrow, which would allow passengers to transfer to Eurostar,
are being considered by the DfT. The new Heathrow station, planned by Arup, would

Birmingham Heathrow high-speed link could hit BIA

6th January 2009         Transport minister Lord Adonis wants to build the country’s largest passenger
interchange at Heathrow as part of a 200 mph express line linking St Pancras to
Birmingham, Manchester and Glasgow. He said the &lquot;bullet train&rquot; line could mirror
London’s Crossrail project, which attracted £700million from private companies.
It currently takes 2 hours to travel by train from Birmingham to Heathrow. A fast

Heathrow rail link a ‘cynical ploy’

5th January 2009         Suggestions from a government minister that a high-speed rail link may be built
alongside a third runway at Heathrow were described last night as a “cynical ploy”.
Lord Adonis said that an international rail interchange could be built at Heathrow,
in compensation for the environmental damage a new runway would cause. Hacan said

New flight paths for Heathrow will bring jets’ roar to millions

5th January 2009           Hundreds of thousands of homes will be exposed to more aircraft noise from planned
new flight paths that will allow 60,000 more aircraft a year to use Heathrow’s
existing runways. The flight paths will be phased in, the first as early as next
year, and will affect people living up to 30 miles from the airport. The Times
has learnt that this expansion will require a complete redesign of the flight

Heathrow could get high speed rail hub

5th January 2009           Heathrow could become the heart of a domestic high speed rail network, Lord Adonis,
a Transport minister has said, as the Government prepares to announce whether
the airport will be allowed to build a 3rd runway. The station, known as the Heathrow
Hub could be used to cut the number of domestic flights to the airport as well
as linking much of Britain to the European high speed rail network. This idea

Hoon: Heathrow study on pollution ‘over-cautious’

5th January 2009             Geoff Hoon has cleared the way for expansion of Heathrow by branding the Government’s
own warnings over pollution “over-cautious”. He has disputed a key finding of
his officials in the risk register regarding the expansion proposals. In a letter
to Justine Greening MP, he regards the risk register, published in October 2007,
to over estimate air quality problems – though this does not relate to a third

BAA emission controls fail to halt airport breaching pollution limits

4th January 2009           BAA has failed to control pollution levels around Heathrow while pushing for
a 3rd runway and more flights. New figures reveal that last year air quality broke
the government’s own pollution target despite initiatives by BAA to curb emissions.
It means EU legal limits will almost certainly be breached when they are brought
in next year. The annual mean average level of NO2 was 52 micrograms per cubic

Voters to make Labour MPs pay on Heathrow expansion

4th January 2009                   Labour faces losing 4 out of 6 marginal seats to the Tories in west London following
the controversy surrounding the expansion of Heathrow. Among those who would lose
their seat are Ann Keen – MP for Brentford and Isleworth. An ICM poll commissioned
by Greenpeace on Dec 17th revealed 23% of voters in the 6 seats said they would
be even less likely to back Labour if the government approves plans to build a

BAA ‘incapable of keeping a New Year’s Resolution’

1st January 2009         HACAN has released footage of promises made by BAA over ten years ago insisting
it did not want a third runway and that it was committed to retaining runway alternation.
The video footage shows Sir John Egan, at the time the BAA chief executive, making
firm promises that BAA did not want a 3rd runway or a 14 lane M25 and supported
the retention of runway alternation. BAA have admitted that Egan had lied in order

Time to give up on runway three – John McDonnell

30th December 2008         John McDonnell comments that the Heathrow campaign is increasingly exposing the
existence in Britain of a corporate political complex. The interests of big corporations
have so permeated government that its major decisions are indistinguishable from
the boardroom demands of the leading companies. Even in the face of an immensely
broad coalition of opposition to Heathrow expansion, parliament is to be denied

Labour faces backbench revolts against Heathrow 3rd runway and privatised post

30th December 2008         Loyal Labour MPs warned the government of a double rebellion early in the new
year, predicting it will lose a Commons vote and suffer party resignations if
it does not back down on proposals to part-privatise the Post Office and build
a third runway at Heathrow. Labour MPs told the Guardian they were prepared to
vote against the government even if it meant sacrificing the partial recovery

Labour MPs plan Heathrow revolt

21st December 2008         MPs opposed to construction of a 3rd runway at Heathrow are planning a massive
cross-party revolt in the new year in a final effort to halt the project. Plans
are being formed to force a vote in parliament, against Gordon Brown’s wishes,
in which dozens of Labour rebels would join the Tories and Lib Dems to oppose
the plan. A Commons defeat for Brown would send a clear message that expansion

Protesters in plot to shut down Heathrow terminal for a day

19th December 2008         Hundreds of demonstrators are planning to disrupt departures from Heathrow’s
Terminal 1 by invading the check-in area. The sit-in, organised through Climate
Rush by internet and activist networks, is timed to put pressure on the Government
ahead of an imminent decision on whether to allow a 3rd runway at Heathrow. Hundreds
will host a picnic on the floor of T1. If enough people turn up, it is likely

Labour MPs urge third runway vote – EDM 339

18th December 2008         41 Labour MPs have backed calls to put plans for Heathrow’s 3rd runway to a Commons
vote. In total 97 MPs have signed Early Day Motion 339 from Labour MP Martin Salter
asking the government not to proceed with the controversial plans. Ministers are
due to decide on the new runway in January but the cabinet is split on the issue.

Heathrow 3rd runway would ‘drive coach and horses’ through mayor’s green plans

17th December 2008           Boris Johnson warned today that a 3rd runway at Heathrow airport would “drive
a coach and horses” through his plans to reduce London’s carbon emissions by 60%
by 2025. The mayor used a question-and-answer session with the London assembly
on his draft budget to urge members to join him in opposing the airport expansion.
He has been criticised for the lack of targets for reducing C02 emissions for

BAA told to sell three airports

17th December 2008         The Competition Commission has said it will require BAA to sell Gatwick, Stansted
and Edinburgh airports. The watchdog says the decision is subject to a final consultation
but is necessary to improve levels of service at UK airports. “Under separate
ownership, the airport operators including BAA, will have a much greater incentive
to be far more responsive to their customers, both airlines and passengers,” the

Mandelson throws his weight behind third Heathrow runway

16th December 2008         Mandelson waded into the Cabinet row over Heathrow by &lquot;strongly&rquot; backing the
business case for a 3rd runway. Downing St also admitted that Heathrow expansion
had been discussed &lquot;numerous&rquot; times by Cabinet, highlighting how controversial
an issue it had become for them. Just 24 hours after Hilary Benn warned that EU

16th December 2008         Willie Walsh gets to give his view on Guardian Comment. According to Willie,
“Let’s face reality. Rejecting growth at Heathrow would not make the slightest
practical difference to the future of the planet.” And “We must see things in
perspective. If we closed every UK airport tomorrow, we would reduce global C02
emissions by 0.1%. And if we decide not to build a third runway at Heathrow, we

Heathrow Airport’s former chief executive lied to get Terminal Five

15th December 2008       The past and present bosses of Heathrow Airport have spun a web of lies in order
to get a third runway, it has been revealed. John Stewart, chairman of anti-expansion
group HACAN hs sourced letters and interviews in which BAA’s previous chief executive
lied to get a 3rd runway. Sir John Egan has been quoted as saying in a letter
to residents towards the start of the Terminal 5 Inquiry in 1995: &lquot;T5 does not

Cabinet split over proposed Heathrow third runway

14th December 2008           Hilary Benn, the Environment Secretary, has broken cabinet ranks to warn that
Heathrow’s controversial expansion plans should be rejected unless noise and air
pollution are dramatically cut. He said Heathrow has a &lquot;problem&rquot; with air quality
even before the construction of the proposed 3rd runway, new technology was not
likely to solve the noise or air pollution problems – and failure to cut emissions

Heathrow next, warn activists who caused Stansted chaos

9th December 2008         Environmental campaigners have vowed to step up direct action against British
airports after protesters breached the security fence at Stansted. Members of
Plane Stupid, which campaigns against climate change and air travel, chained themselves
to a makeshift barrier close to the airport’s runway. A spokeswoman for the group
said it intended to repeat the action at Heathrow, where plans are under consideration

There is no case for Heathrow’s third runway

7th December 2008         The Observer Editorial notes the cabinet has realised opposition to the runway
has broadened. It no longer emanates exclusively from the standard alliance of
eco-campaigners and local objectors, and includes Ed Miliband and Hilary Benn,
as well as the Conservative party. All have made it clear they believe that a
third Heathrow runway and the resulting expansion of Britain’s aviation industry

95% of businesses feel Heathrow expansion will make little or no difference to
them

5th December 2008         Only 4% of British businesses believe they will benefit from expanding Heathrow.
95% said it would make little or no difference. In contrast, 23% of businesses
believe they will be helped by a new high-speed rail line to the North, as proposed
by David Cameron. This proves how wrong the Government is to say that British
business is crying out for Heathrow expansion. In fact, only a tiny proportion

Decision on Heathrow 3rd runway delayed

5th December 2008         The decision on whether a 3rd runway should be built has been put back till January.
It has been reported the cabinet is split over the runway plan. Theresa Villiers
accused the government of “dithering on the future of Heathrow”, adding: “Opposition
to a 3rd runway is gathering momentum every day. “I suspect this postponement
is an indication that Gordon Brown is finally starting to realise that he is on

Decision on Heathrow 3rd runway delayed till January

4th December 2008         A decision on whether a 3rd runway should be built at Heathrow has been put back
to January 2009, the Department for Transport has said. The decision had been
expected before Christmas. It had been reported the cabinet was split over the
issue – the Tories and Lib Dems oppose a 3rd runway and some Labour backbenchers

within days, despite last-ditch protests by environmental campaigners. The imminent

Protesters to target Heathrow with music, jams and action

2nd December 2008       Militants trying to stop the expansion of Heathrow are planning a series of direct
action protests in the New Year. They will carry out co-ordinated attacks designed
to cause maximum disruption, and want to make the Government pay for “broken promises”
by targeting leading MPs and Heathrow officials. Plans included jamming roads
with cars on a go-slow, chaining themselves up at the airport, blasting loud music

Climate change advisor denies he endorses 3rd runway at Heathrow

29th November 2008         The government’s leading advisor on climate change has denied a report that he
endorses the case for a 3rd runway at Heathrow. Lord Adair Turner dismissed the
report in The Guardian as “completely misleading”. He had been reported as saying
aviation could continue to expand while the world cut greenhouse-gas emissions
elsewhere. His rebuttal came as Theresa Villiers reiterated Conservative opposition

BAA backing for green Heathrow watchdog

27th November 2008         BAA has proposed an environmental watchdog to cap flight numbers in future. The
watchdog would step in if air pollution or noise limits were overstepped, and
would have powers to put a limit on traffic. BAA said it could be trusted to keep
its word on green safeguards, even if it meant running at below capacity. BAA
has long argued that it wants the extra capacity primarily to cut delays and would

Life under Heathrow flight path about to get noisier

27th November 2008           The number of flights at Heathrow will increase far sooner than the Government
has previously admitted under plans to end mixed mode on the two existing runways.
BAA hopes those living under the flight paths will not notice that noise is spreading
throughout the day. Ministers will probably allow expansion to begin as early
as 2010, with at least another 60,000 flights a year, up from 480,000 to 540,000

Climate change watchdog backs expansion of Heathrow

27th November 2008           Lord Turner, chairman of the Climate Change Cttee, has said the UK could meet
its ambitious pledge to slash greenhouse gas pollution by 80% by 2050 even if
ministers give the go-ahead to expanding Heathrow. He says that is “especially
if airlines were able to use biofuels or other low-carbon power sources”. “It’s
possible for the world to cut greenhouse gases while still not cutting aviation

Miliband prepared to break pollution laws over Heathrow

26th November 2008         Climate Change Secretary Ed Miliband has refused to rule out turning a blind
eye to air quality laws to give the go-ahead for a 3rd runway at Heathrow. Experts
believe that EU NOx limits will be exceeded for years to come after 2015 around
Heathrow if it is allowed to grow. Mr Miliband, asked to give a guarantee that
the Government would not ignore minor breaches of air quality laws to allow another

BAA agrees to Heathrow watchdog if it gets its 3rd runway

26th November 2008         BAA says it will accept an independent body with the power to limit flights –
if limits on noise and pollution are breached – if its third runway is approved.
BAA also wants to be able to use both Heathrow’s existing runways for take-offs
and landings simultaneously, but it says if it gets this concession, it will not

Environment Agency rounds on plan for third Heathrow runway

23rd November 2008         Building a 3rd runway at Heathrow would make it &lquot;impossible&rquot; to meet legally
binding targets on air pollution, according to Lord Smith, head of the Environment
Agency. In a speech tomorrow the government’s own green watchdog will increase
pressure on ministers not to approve the expansion. Geoff Hoon’s decision next

BA chief puts case for third Heathrow runway

20th November 2008         Willie Walsh warned ministers that rejection of the project to build a third

ICE president Jean Venables speaks out against Heathrow expansion

19th November 2008           Institution of Civil Engineers president Jean Venables spoke out against expansion
of Heathrow and instead backed Tory plans for high speed rail. On plans for a
3rd runway she said: “We have got to urgently change the way we look at transport.
“We have got to look at transport policy as a whole and that means integrating
airports with rail and roads. I firmly believe the High Speed rail option is the

18th November 2008         Boris has pledged an initial £15,000 towards the cost of mounting a legal challenge
if ministers go ahead with plans to build a 3rd runway at Heathrow, and may pay
more if needed. The mayor and a coalition of 21 local authorities representing
4 million people believe the expansion of Heathrow would breach EU laws on pollution
and the case for the runway expansion did not outweigh “concerns for the local

Boris Johnson ready to sue over third Heathrow runway

16th November 2008         Boris Johnson has threatened to take legal action against the government if ministers
go ahead with plans to build a 3rd runway at Heathrow. He and a coalition of local
authorities representing 4 million people believe expansion, which would increase
the number of flights at Heathrow from 480,000 to 700,000 a year, would breach

12th November 2008         Opposition to a new Heathrow runway is mounting, even within the Government’s
own ranks. A debate on this was called after around 50 Labour MPs backed a Parliamentary
motion opposing expansion. Cabinet ministers – Hilary Benn, Harriet Harman, Ed
and David Miliband – are all said to have expressed concerns. The most common
argument for a runway is growing demand. Ministers talk about needing to take

11th November 2008         MPs have held a debate on capacity at Heathrow Airport amid a widening Labour
rift over whether to press ahead with plans for expansion. Tuesday’s Commons debate
came after more than 50 Labour backbenchers signed an EDM against the plan, with
reported tacit backing from some cabinet ministers. critics claim that the decision
would make a mockery of the government’s pledge to cut the country’s carbon emissions

Ministers to throw full weight behind third runway for Heathrow

9th November 2008         Geoff Hoon, the Transport Secretary, will use a full-scale Commons debate on
the runway plans on Tuesday to send the clearest signal yet that the Government
will give the go-ahead to the expansion of Heathrow within weeks. Ministers are
determined to face down Labour rebels after 38 of the party’s backbench MPs signed
a Commons motion opposing plans for a third runway. He wants to “smoke out” Tory

Heathrow on Sea gets boost from Boris Johnson

9th November 2008         Proposals to build a replacement for Heathrow in the Thames estuary have taken
significant steps forward with Boris Johnson preparing to appoint the civil engineer
behind Hong Kong’s giant island airport to examine the viability of the project.
The move comes as senior MPs have set up a cross-party group to lobby the government
to investigate the idea. The Thames estuary idea is loosely based on Hong Kong.

Time to say ‘no’ to Heathrow’s expansion

9th November 2008           The Sunday Times leader says Heathrow’s third runway will be debated in the Commons
this week. We hope the voices of opposition, said to reach right into the cabinet,
will be in full flow. But a government go-ahead, when it comes, will mean little.
It will be followed by a judicial review and a lengthy planning process. The government
may well be out of office long before a single strip of runway has been laid down.

Heathrow Third-runway blues

 7th November 2008         30 airlines have gone bust this year and Willie Walsh expects another 30 to follow
them. Survivors are cutting capacity and raising prices. The number of flights
to and from Heathrow this winter is forecast to fall by 2%. Mr Walsh believes
the era of cheap flying is over. The credit crunch will affect BAA too, partly
by cutting the price Gatwick will fetch, so making it much harder for BAA to finance

Ministers agree to Heathrow debate

7th November 2008         Ministers have bowed to growing pressure from MPs and have agreed to a government-led
debate on Tuesday on plans to expand Heathrow with the addition of a 3rd runway
and 6th terminal. A group of rebel Labour MPs have joined forces with Conservative
and Liberal Democrat leaders to express opposition to the government’s support
for the project. An EDM by John Grogan MP urging the government to rethink Heathrow

Expand Heathrow, says train firm FirstGroup

6th November 2008       One of Britain’s largest public transport operators, FirstGroup, backed the case
for a Heathrow 3rd runway, while confirming that bus and rail journeys are proving
more recession-proof than air travel. FirstGroup, owner of the First Great Western
and First Capital Connect rail services, said that Heathrow should be expanded
as well as extra rail capacity being built, such as a high-speed line linking

MPs revolt over third Heathrow runway

3rd November 2008         The case for building a third runway at Heathrow has been challenged by figures
showing a significant fall in flights this winter as cabinet ministers join a
Labour revolt against expanding the airport. The number of flights to and from
Heathrow will fall by 1.9% – equivalent to 25 flights a day – this winter compared
with the same period last year. BAA said the long-term growth forecasts for aviation

2nd November 2008         Gordon Brown has been warned by senior ministers that approving a 3rd runway
at Heathrow could wreck the government’s green credentials and undermine efforts
to combat climate change – an 80% cut by 2050. The prime minister is facing a
revolt from the cabinet and senior MPs. Among the critics is Harriet Harman, who
fears residents angry at the increased noise and congestion could eject a clutch

Heathrow: MPs plot revolt against third runway

29th October 2008       Plans for a 3rd runway at Heathrow were threatened by a Cabinet revolt. Ministers
were said to be secretly fuelling a Commons rebellion against expansion of the
airport. Dozens of MPs were joining a campaign to scupper the proposed runway
amid doubts over whether it would be needed if aviation traffic is reduced in
