Anti airport campaign at Notre Dame des Landes protests against inadequate public inquiries

Several public inquiries are to be held into the proposed airport at Notre Dame des Landes, at Nantes in western France. These have been hastily announced, to start on 21st June with insufficient notice. They inquiries are only due to last for 4 weeks, and the timing coincides with a busy farming time of year, and the holiday season. Opponents are protesting that the inquiries should be held in September, and should last for 8 weeks in order to fully take account of voluminous evidence papers. Opponents tried to prevent the commissioners entering the town hall, and there were scuffles, use of police force and tear gas, and an arrest. The protester are continuing to try and get the inquiries delayed.

Anti-airport protest: Scuffles at Notre Dame des Landes
Opponents of airport project of Notre Dame des Landes clashed with security forces Thursday morning outside the town hall of the small town. They wanted to prevent the inquiry commissioners to open five new public inquiries.
This is not the first confrontation between anti-airport protesters and law enforcement … but on Thursday morning in the village of the small town, the atmosphere was particularly tense!
From the dawn for three and a half hour, with 14 tractors, 50 opponents were positioned outside the town hall, determined to prevent the entry of five investigation commissioners, into the public building.
Shortly after 8 o’clock, the prefecture ordered the demonstrators to clear the scene. When they refused, the police began to push them back with tear gas. Finally, after several long minutes of fighting melee, the doors of the hall gave way, leaving free passage to the investigation commissioners.

Dans la nuit, vers 3 heures, entre les rondes de voiture de la gendarmerie, une quinzaine de tracteurs ont pris position et bloqué l’accès au bungalow et à la salle des chênes, salles réquisitionnées pour les besoins de l’Etat. Des opposants se sont installés sur le toit de la mairie et des bâtiments attenants.
L’objectif est d’obtenir le report des enquêtes en septembre ; en tant que citoyen, comment peut-on lire plus de 2000 pages de documents en 4.5 semaines et donner un avis éclairé, avec à notre disposition seulement certains jours des commissaires enquêteurs qui ne maitrisent absolument pas les sujets mis à l’enquête et qui ne peuvent souvent pas répondre aux questions posées?
8h15, les forces de l’ordre (gendarmerie mobile) déboulent et entrent en action. Il faut faire place nette pour l’arrivée des commissaires enquêteurs :
elles repoussent les manifestants loin des tracteurs, les trainant si besoin.
Elles essaient de déloger les chauffeurs de tracteur enfermés dans leur cabine en n’hésitant pas à casser des vitres ou à les sortir par le toit ouvrant… Les menaces commencent : « enlevez vos tracteurs ou ils vont être mis en fourrière à vos frais ».
Les enfants en accueil périscolaire sont emmenés à l’école et passent devant un cortège de gendarmes et de véhicules bleus…(ah, vivre tranquille à Notre Dame des Landes…)
9h approche. Un serrurier est appelé pour ouvrir la mairie (serrure sabotée), les accès aux annexes étant toujours bloqués par les tracteurs. Malgré tous ses efforts, il n’y arrive pas. Qu’à cela ne tienne ! Un gendarme brise la vitre de la porte et entre dans la mairie : l’enquête publique aura lieu, coûte que coûte !
Les commissaires enquêteurs arrivent. Il est plus de 9 heures. Nous assistons alors aux manœuvres des bleus : formation tortue avec les boucliers pour protéger les têtes des commissaires à leur entrée dans la mairie. Toute approche de la mairie est bloquée par les gendarmes. L’attente commence : on finit par nous dire que nous pouvons entrer mais seulement un par un. Des landais viennent apporter leur contribution dans une enveloppe. Je ne sais pas si ils n’ont pas voulu entrer ou si l’accès leur a été refusé mais, toujours est-il que leur enveloppe est vite fouillée par un gendarme qui finit par l’emmener.
L’attente se poursuit, parfois sous la pluie. Sylvain, arrivé en tracteur et voulant se positionner entre les manifestants et les forces de l’ordre est violemment assailli à coup de gaz lacrymogène. Son tracteur est saisi et chargé à l’aide d’une dépanneuse sur un plateau. Sylvain est arrêté.
Le déploiement des forces de l’ordre est toujours aussi impressionnant. Les manifestants sont tous maintenus à distance de la mairie. Ceux installés sur les toits crient et appellent à la résistance, dénoncent la mascarade d’enquête publique et tiennent bon malgré la pluie qui tombe.
12 h sonne. Les commissaires enquêteurs partent. Les forces de l’ordre amorcent un repli. Les manifestants marchent alors sur eux. Les enfants allant déjeuner à la cantine passent non loin et d’eux-même se mettent à crier « Non, non, non à l’aéroport »… Les gendarmes partent ; le calme revient à Notre Dame. Nous attendons ceux qui étaient sur les toits avant de nous disperser.
Un groupe part à Châteaubriant où a été emmené Sylvain. Il est accusé de violence avec arme devant dépositaire de la force publique. Son tracteur, « arme du crime » a été emmené comme pièce à conviction en un endroit encore inconnu (Pontchâteau peut-être). Nous, manifestants, avons seulement assisté à une manœuvre visant à se positionner entre manifestants et gendarmes, manœuvre accompagnée par des manifestants qui faisaient même tampon entre le tracteur « menaçant » et les gendarmes. L’assaut fut donné et tous copieusement arrosés de gaz lacrymo.
L’avocat appelé pour l’audition de Sylvain sort nous donner des nouvelles rassurantes : Sylvain sortira en fin de journée. L’attente se poursuit donc, en musique, devant la gendarmerie.
Un manifestant dit en souriant : « finalement, avec leur tracteur, les paysans sont des « gens d’arme » qui s’ignorent ! Les vrais eux sont mal à l’aise face à cela, ce qui explique peut-être leur réaction.
Après ces nouvelles et l’arrivée de nouvelles personnes, je repars à Notre Dame pour traire les vaches ; il est déjà 17h30.

To mark the opening of five new public inquiries related to the proposed airport Notre Dame-des-Landes including the very important, the Water Act, the Coordination of Opponents Airport Project calls for a rally at 8:30 until 12:30, Thursday, June 21, 2012, in the parking lot of the Post, in front of the mayor of Notre-Dame-des-Landes.
The investigation of the Water Act will be the first of this magnitude since the enactment of the Water Act of 30 December 2006.

Coordination of the anti airport campaign are asking that the public inquiries are postponed till September, to a date more conducive to the study of very large files by the public and elected officials.
b) Press release for the Coordination of opponents of the airport project – Thursday, June 21, 2012 – 3:30 am Members of the coordination of organizations opposed to the proposed airport Notre Dame des Landes will occupy the outside of the town hall of Notre dame des Landes to prevent the commission in charge of five public hearings beginning today (including those “Water Act “) to settle there. c) News Release – Thursday, June 21, 2012 – 19:30 Gathering of Notre-Dame-des-Landes: Sylvain Fresneau in custody
This morning on June 21, the Coordination of Opponents airport project called for a rally at Notre-Dame-des-Landes at the start of five public inquiries including one on water law. The area impacted by the project is 98% in wetlands. From 3 am, fourteen tractors and fifty militants blocked roads around the town hall, and another dozen activists settled on the roofs.
Around 8:30, two hundred and fifty people wanted to join the town hall but were prevented: all protesters were kept well away by exorbitant deployment of security forces.
The tractor drivers were forced out of their vehicles, activists were dragged down with a rare degree of violence, and tractors have been damaged deliberately (broken doors).
Maneuver the tractor Sylvain Fresneau, president of the Association for Defense of Concerned Airport Operators (ADECA) was attacked by tear gas, Sylvain was taken into custody. He was questionned all afternoon in Chateaubriant, his tractor and trailer were impounded pending a possible trial. Tonight, thirty activists gathered outside the police station and prepared to spend the night there to support him.
The event at the opening of these public inquiries aimed to publicise the fact that the inquiries have been deliberately organized in haste in order to limit opposition against AGO / Vinci, (who want to build the airport) setting the inquiries at a time in the middle of a bu sy agricultural time, and the holiday season, and setting them for a scandalously short duration (4 and a half weeks instead of 8 for the 2006).
Coordination demanded non-violently the possibility for citizens to be heard; again, from which side is the violence coming?
